Substitute Teacher Requirements:

In order to be a Substitute Teacher for schools within the Champaign-Ford Regional Office of Education #9, you need to hold a valid Professional Educator License (PEL), Substitute Teacher License (SUB), or Short Term Substitute License (STS).

Educators who have a current Professional Educator License (PEL), do not need a Substitute Teacher License.

Substitute Teaching License:

*must hold at least a bachelor's degree

A Substitute Teaching License (SUB) may be issued to anyone who holds bachelor’s degree or higher from a regionally accredited institution of higher education. They are valid for substitute teaching in all grades of the public schools, pre-kindergarten through grade 12. Substitute Teaching Licenses are valid for 5 years. They can be renewed. There is no limit on the number of days that a person who holds a Substitute Teaching License can teach in a single school district, provided that no substitute teacher may teach for more than 90 school days for any one licensed teacher under contract in the same school year.

A teacher who holds a Professional Educator License (PEL), may also substitute teach in grades pre-kindergarten through grade 12, provided that they do not teach for more than 120 days for any one licensed teacher under contract in the same school year.

Short Term Substitute Teaching License:

*must have 60 semester hours of college coursework (bachelor's degree is not required)

A Short Term Substitute License (STS) may be issued to anyone who holds an Associate’s Degree, or who has completed 60 semester hours of coursework from a regionally accredited institution of higher education.

  • Valid for substitute teaching in all grades of the public schools, pre-kindergarten through grade 12.
  • Short Term Substitute Licenses are valid through June 30, 2023. They cannot be renewed.
  • Cannot teach for more than 5 consecutive days per licensed teacher.
  • Must complete a training program provided by the school board.
  • Cannot serve as a Paraprofessional

Application Process for Substitute Teaching License

  1. Individuals who hold a Professional Educator License (PEL), or an Educator License with Stipulations and a bachelor’s degree (ie. Paraprofessional or Career and Tech Ed) can Substitute Teach on their current and valid license that is registered in Region 9. Please skip to number 5.
  2. Individuals applying for a Substitute Teaching License must use ELIS on the Illinois State Board of Education website, www.isbe.net. At the top of the page, click on “System Quick Links” and then “ELIS: Educator Licensure Information System”. In the Educator Access box, click on “Log in to your ELIS account”. On the next page, on the left hand side, click on “Click Here For First Time Access To The ELIS System”. Once you have created an ELIS account, on the lower right hand corner of the screen, click on “Apply for a Substitute License”. Continue with the sign-up wizard. You will pay a $50 application fee, plus a service fee with a credit or debit card. *If you need help, please refer to the video How to Apply for a Substitute Teaching License.
  3. Official, sealed transcripts may be mailed to the ROE at 3358 Big Pine Trail, Champaign, IL 61822, or the university may e-mail transcripts to Barb Keil – barbekeil@roe9.k12.il.us or Jennifer Diercks - jdiercks@roe9.k12.il.us
  4. Once your Substitute License has been issued, you will need to log back in to your ELIS account to register your license. You will pay a $60 registration fee, plus a service fee with a credit or debit card. This will register your license for 5 years. Register in Region 09.
  5.  All applicants must submit a Physical Form that is signed by a medical doctor, and is no older than 90 days. Download the form here
  6. All applicants must complete Fingerprinting. The fee is $60 and can be paid by cash or a check made out to ROE #9. To schedule fingerprinting, please click here. Fingerprints are submitted to both the Illinois State Police and the FBI. Forms for Bushue Fingerprinting can be printed by clicking here
  7. Substitute Authorizations will be issued once all paperwork is issued. The authorization must be presented to any and all school districts in Region 9 in which you would like to substitute teach. It is the responsibility of the substitute to contact the school districts. A list of school districts is available on the ROE 9 webpage.
